Global User

The Global user is responsible for configuring the page layout, and language used for the user interface. They also will assign the Titles used for the different Groups within the organization. The organization of the Pages that will go into the document is also handled by the Global user. The Global user differs from a Local user in that there is no restriction as to what Groups they can work with, in other words, they can assign Members to Teams, and create Teams at any level of the organization.
